R&A Rules on Golf Courses and Footpaths
The R&A’s rules primarily address how a public footpath is treated as part of the golf course during play
Obstruction status : Artifically surfaced roads and footpaths eg stone gravel wood chips are generally considered immovable obstructions from which free relief may be taken under Rule 16.1
Integral parts of the course : Other footpaths or tracks eg grass or dirt paths not artifically surfaced are typically considered integral parts of the course from which the ball must be played as it lies, or the player must declare it unplayable (Rule 16.1 does not apply)
